The current pilot phase of the Winter School-project is funded by the agency for German Technical Cooperation (GTZ). This extends also to the costs covering accommodation and further expenses for international participants. Beyond the GTZ-funded pilot phase of the Winter School in November, however, further external funding is required in order to ensure the continuation of the project. The German Academic Exchange Services (DAAD) has already expressed willingness to contribute financially to the follow-up phase of the project. But more external funding is needed in order to ensure the organisation of the Winter School 2003. It can be assumed that a number of institutions share the interest in capacity building of civil-society actors in countries in transition. In order to assure a balanced mixture of participants at the Winter School, it is essential to acquire a considerable number of grants from interested organizations that are willing to cover the financial expenses for international participants, who cannot afford the costs involved. The funding can take the form of a scholarship for international students.
