The vice-president of the University of Hamburg welcomes the students at the Winter School 2002. Remarks on the background of the Winter School, organisation and programme, by Ms Ulrike Borchardt, Research Unit on Wars, Armament and Development, University of Hamburg. The importance of technical co-operation in Afghanistan and on the Balkans in relation to crisis prevention and peace support, by Mr Uwe Kievelitz from the German Agency for Technical Cooperation (GTZ). Introducing the participants to one another.
